What does a commercial boiler replacement cost?
Updated 23 October 2026 · SEO Dons Editorial
A boiler's list price is only one line of a replacement job, and no official source publishes complete replacement prices. What can be sourced is what the job has to include, which rules set the minimum specification, and what the fuel will cost afterwards. That is what this guide sets out.
What goes into the price of a boiler replacement?
| Item | What drives it | Rule or source |
|---|---|---|
| Boiler plant | Output in kW; one boiler or a modular set | Approved Document L: size from a heat loss calculation, not significantly oversized |
| Flue and ventilation | Flue route; combustion air; interlocks | HSE: adequate ventilation, supply interlocked with it |
| Gas work | A competent engineer for every gas fitting | Gas Safety (Installation and Use) Regulations 1998, reg 3 |
| Controls | Zoning, optimum start, sequencing, room controls | Approved Document L, Sections 5 and 6 |
| Water treatment | Cleaning, flushing, inhibitor | Approved Document L, paragraph 5.13 |
| Commissioning and notification | Records; competent person scheme or building control | Approved Document L introduction |
| Strip-out | Old plant, lagging, making good | HSE: asbestos lagging is found around boilers and pipework |
| Permits | Only for units of 1 MWth or more | Medium combustion plant guidance |
The commercial heating systems page compares boilers with the alternatives. The guide to comparing quotes explains how to line these items up, and the asbestos in HVAC plant guide covers the strip-out risk.
Which rules set the minimum specification?
For a gas boiler in an existing English building, gov.uk says the 2021 edition of Approved Document L holds the current guidance. It sets minimum gross seasonal efficiencies: the overall figure for a multiple-boiler gas system is 91%, with no individual boiler below 84%, and a single gas boiler up to 400 kW should reach 91%. A single oil boiler should reach 93%. Non-condensing boilers should be fitted with a flue condensing kit where feasible. Boiler systems over 100 kW should have optimum start or stop control with night setback or frost protection, and either two-stage firing or multiple boilers with sequence control. Gas boilers over 500 kW should have fully modulating burners.
Replacing a heat generator also brings room controls: Approved Document L says that when a boiler is replaced in an existing non-domestic building, each room should have thermostatic room controls. A wider rule applies only if the whole wet system is fully replaced, including appliance, emitters and pipework: it should then be sized to work at a maximum flow temperature of 55°C or lower. A boiler-only swap is not caught by that rule.
Product law adds a second floor. For boilers above 70 kW and up to 400 kW, Ecodesign Regulation 813/2013 requires useful efficiency of at least 86% at full load and 94% at 30% load, and it limits gas boilers to 56 mg/kWh of nitrogen oxides. The government-backed Energy Technology List (ETL) goes further for hot-water boilers, requiring continuous modulation across a minimum turndown ratio.
Approved Document L applies in England. The 2026 edition takes effect on 24 March 2027, and for heating systems being replaced it adds that facilitating a future connection to a district heat network should be considered.
Why does sizing change the cost?
Copying the old boiler's rating can lock in oversizing. A CIBSE Journal module on boiler selection warns that outdated rules of thumb can promote improperly sized systems, and that oversizing at best raises capital costs and at worst reduces operating effectiveness. It says modular boilers allow high-efficiency part-load operation because separately pumped boilers come on only as load demands, and a figure caption notes that cool return water temperatures let boilers operate in condensing mode. Approved Document L sets the same direction: heat loss based on BS EN 12831-1 and CIBSE Guide B1, with systems not significantly oversized. Ask any quote to state the heat loss figure used.
What will the new boiler cost to run?
DESNZ's annual report gives average non-domestic prices across all size bands, including the Climate Change Levy: 24.3 pence per kWh for electricity and 5.3 pence for gas in 2025 (provisional). A site's own contract will differ. For example, suppose a building needs 100,000 kWh of heat a year, the old boiler runs at an assumed 75% and the new one at an assumed 90%. Those efficiencies and the heat pump's seasonal coefficient of performance (SCOP) of 3.5 are assumptions, not measurements.
| Scenario | Energy bought a year | Illustrative cost a year |
|---|---|---|
| Existing gas boiler at 75% | 133,333 kWh gas | £7,067 |
| New gas boiler at 90% | 111,111 kWh gas | £5,889 |
| Heat pump at SCOP 3.5 | 28,571 kWh electricity | £6,943 |
| Electric boiler at 100% | 100,000 kWh electricity | £24,300 |
On these assumptions the new gas boiler saves about 17% of the gas, roughly £1,178 a year, and a heat pump needs a SCOP of about 4.1 to match it (24.3 divided by 5.9). The heat pump versus gas boiler guide covers that choice, and the infrared heating guide does the same sums for electric panels.
Is there a grant if the boiler runs on oil or LPG?
The Boiler Upgrade Scheme (BUS) funds heat pumps and biomass boilers, not replacement gas boilers. For a building used for business in England or Wales, gov.uk lists £7,500 towards an air source heat pump and £7,500 towards a ground source heat pump, including water source. Until March 2027 there is an extra £1,500 towards an air or ground source heat pump if the property is heated by oil or LPG and has no mains gas connection; Ofgem describes the off-gas-grid grant as £9,000 until 31 March 2027. The maximum capacity is 45 kWth for individual systems, or 70 kWth where a heat pump is installed with additional heat pumps. Hybrid systems combining a gas boiler with a heat pump are not funded, and air-to-air heat pumps at £2,500 are for homes only. A plant above those limits is outside the scheme.
What forces a replacement, and how long does it take?
Three triggers come up. Safety comes first: HSE says not to use any appliance you know or suspect is unsafe. Efficiency is the second, as the running-cost table shows. Compliance is the third, because the workplace temperature must be reasonable and a boiler that fails in winter can become a legal as well as an operational problem. Age and parts availability are questions for the engineer's service report; the Carbon Trust says gas-fired boilers should be serviced once a year and oil boilers twice. Landlords of let buildings should also read the MEES and EPC guide.
None of the official sources checked gives lead times, so ask each contractor for a written programme. Planning replacement before failure leaves time to size the plant properly. Readers can send an enquiry through the form on this page.

Common questions
Does replacing a commercial boiler need building control approval?
Approved Document L says a building control body does not need to be notified where the work consists only of installing fuel-burning appliances or similar and the owner employs an installer registered with a relevant competent person scheme. Otherwise notification is the route.
Is there a grant for replacing a gas boiler?
The Boiler Upgrade Scheme provides grants for heat pumps and biomass boilers in homes and non-domestic buildings, not for replacement gas boilers. Its capacity limits and the oil and LPG uplift are set out above.
How often should a commercial boiler be serviced?
The Carbon Trust says gas-fired boilers should be serviced once a year and oil boilers twice a year. HSE says gas pipework, appliances and flues should be regularly maintained, and describes a primary school where carbon monoxide from an inadequately maintained boiler leaked into a classroom.
Does a large boiler need an environmental permit?
The medium combustion plant rules in England and Wales apply to in-scope units with a rated thermal input of 1 MWth or more and less than 50 MWth, whatever the fuel. Check each unit's rating against that range, and ask the regulator if a plant's classification is unclear.
