Where the plant goes decides the system

In most cities you choose a system and then find somewhere for the condenser. In Brighton the order reverses: establish what external plant is permissible on that building, in that conservation area, and the system family follows from the answer.

The commercial building stock in Brighton

Brighton and Hove's commercial property is unusually heritage-heavy. The Regency ward alone contains 354 listed buildings, and the St Peter's and North Laine ward a further 120 — and those are two wards among many. Commercial work in the city routinely involves Grade I and Grade II listed Regency buildings, Victorian seafront hotels and commercial premises, conservation-area properties and historic hospitality venues.

North Laine is a dense commercial and hospitality district of independent businesses, restaurants and bars, much of it in historic fabric. The seafront carries a substantial hotel and hospitality base. Behind both sits a conventional city-centre office and retail stock, plus the university and digital-sector presence the city is known for.

Listed buildings and conservation areas: the binding constraint

The single most important thing to establish before designing anything in Brighton is what external plant is permissible. On a listed building, or in a conservation area, or on any elevation visible from the highway, a condenser is a planning matter and sometimes a listed building consent matter. That is not a formality to be resolved later — it can rule out an entire system family.

The routes that work, in rough order of how often they apply:

  • Concealed siting. Rear elevations, light wells, roof areas set back behind a parapet so plant is not visible from the street. Often possible, always needs checking against the specific listing and the local authority's view.
  • Chilled water. A single chiller in a plant area serving fan coils throughout the building means the only external plant is one machine in one place, rather than condensers scattered across elevations. In heritage buildings this is frequently the answer, and it is a large part of why chilled water appears in buildings that would otherwise be too small for it. See chillers and chilled water.
  • Water-loop or water-cooled systems, which keep refrigerant and heat rejection within the building envelope.

Internally, historic fabric brings its own problems: finding routes for pipework, condensate and containment without damaging protected features, dealing with solid walls and single glazing in the load calculation, and — in subdivided buildings with many small rooms, which describes a great deal of Brighton's hotel and office stock — BS EN 378 A2L charge limits, since the limit is set by the volume of the smallest room served. Hotels and hospitality: small rooms, night-time noise

The seafront hotel stock concentrates several of these constraints at once. Hotels are subdivided into many small rooms, which is exactly the A2L charge-limit case. They operate around the clock, so plant noise matters at night. And they sit in a dense mixed-use area with residential neighbours close by.

That makes BS 4142 assessment more consequential here than in most settings, and it must be run against the night-time background, which is far lower than the daytime figure. Assessing against daytime background is a common and expensive error — mitigation retrofitted after a complaint costs considerably more than attenuation designed in.

North Laine's restaurants and bars add the kitchen ventilation dimension, where extract must be balanced by tempered make-up air or the premises runs at negative pressure, and where grease fouls condensers quickly. Carbon neutral 2030, and the coastal factor

Brighton & Hove City Council declared a Climate and Biodiversity Emergency in December 2018 and has an ambition for the city to be carbon neutral by 2030 — a city-wide target rather than one limited to the council's own estate, explicitly requiring participation from residents, businesses and institutions.

It is not a direct legal obligation on a private building owner, but combined with MEES — EPC E to continue letting commercial space, with a proposed EPC B by 2031 for privately rented non-domestic buildings over 1,000 m², subject to secondary legislation — it means efficiency is a live consideration in any plant replacement decision here. One further practical point: Brighton is a coastal city, so salt corrosion of external plant applies just as it does anywhere on the seafront. Coated coils, corrosion-resistant casings and shorter service intervals belong in the specification for anything sited in reach of the sea air.

Can we install air conditioning in a listed building in Brighton?
