On a new fit-out the programme is usually tight and commissioning is the stage that gets compressed when it slips. That matters because commissioning is what turns a correctly-designed, correctly-installed system into one that actually delivers its design duty: verifying refrigerant charge by superheat and subcooling, measuring airflows at each terminal, balancing zones against each other, and configuring the controls to match how the space will really be occupied.

If you are taking a new unit, make the commissioning record a contractual deliverable and insist it contains measured figures rather than tick boxes. Also establish at handover whether the installed effective rated output takes the building over the 12 kW TM44 threshold, because the five-yearly inspection clock starts then. Older estates: different constraints entirely

On the established Finedon Road and Park Farm stock the picture reverses. Here the recurring issues are electrical capacity — whether the incoming supply has headroom for a new cooling load, and what a DNO upgrade would cost and take — fabric, since a poorly-insulated older unit has a materially different load profile, and ageing plant, where systems installed a decade or more ago may be running on refrigerants that are becoming expensive to obtain.

That last point deserves attention. R22 has been banned for servicing use since 2015, including recycled gas, so any significant refrigerant loss on an R22 system ends it. R410A is not banned but is getting steadily more expensive as the HFC phase-down bites.
