Two extremes, one town

A new unit at Logistics North and a converted mill in the town centre are opposite problems. The new build has good fabric, designed-in services and a lower load than you expect; the mill has huge volume, solid uninsulated walls and no obvious route for anything.

The commercial building stock in Bolton

Bolton's commercial property divides sharply. At one end sits Logistics North, a Harworth-developed logistics park of around 3.3 million sq ft adjacent to junction 4 of the M61 — one of the North West's largest commercial developments, with major third-party logistics operators, manufacturers and distributors. Middlebrook at Horwich, off junction 6, provides out-of-town retail and leisure space with large-format retailers and extensive surface parking.

At the other end is the town's mill heritage. Bolton was a cotton town, and a good deal of that building stock survives in commercial use — large-span, high-ceilinged, solidly built, now serving as offices, storage, studios, trade premises and light production.

New logistics space: modern fabric, modern expectations

Recent development in Bolton has been built to genuine sustainability standards. A two-unit logistics scheme granted detailed planning approval in January 2025 incorporates rooftop solar and targets BREEAM "Outstanding" and EPC A ratings — a specification that has direct HVAC consequences.

The cooling load in such a building is lower and differently shaped than in older stock: better fabric, better glazing, LED lighting throughout. Sizing plant from experience of a twenty-year-old shed will oversize it, and an oversized system short-cycles, dehumidifies poorly and wears itself out. The controls expectation is also higher — a building certified against a sustainability standard is expected to be operated efficiently, which depends on schedules matching real occupancy and on sensible deadbands.

The other point about large logistics units is the familiar one: cooling the whole volume rarely makes sense. Roof gain, ventilation and air movement come first, then targeted cooling of offices, packing areas and any temperature-sensitive storage. See warehouse and industrial cooling.

Mill conversions: volume, fabric and routes

Working in a converted mill is a genuinely different discipline, and three things dominate.

Volume. High ceilings mean far more air than the floor area suggests. Heating such a space is expensive because warm air stratifies out of the occupied zone, and destratification is often a better first investment than additional heating capacity.

Fabric. Solid masonry, large single-glazed industrial windows, little or no insulation. The load profile is nothing like a modern building of the same footprint, and applying modern assumptions produces an undersized system.

Routes. Usually the binding constraint. These buildings were laid out around a manufacturing process, not around building services, and finding paths for refrigerant pipe, condensate, ductwork and power without compromising structure or appearance takes a proper survey. Where the building is listed or in a conservation area, external plant siting becomes a planning question too.

Many mills are now subdivided into multiple small tenancies, which raises A2L refrigerant charge limits under BS EN 378 — the limit is set by the volume of the smallest room served, so a system covering several small units may need splitting or a different architecture. Carbon neutral 2030 and the local direction of travel

Bolton Council has a target to be carbon neutral by 2030, and has been awarded £2.41 million under the Public Sector Decarbonisation Scheme to improve the energy efficiency of its own estate and install renewable technologies including solar panels and air source heat pumps.

That is council estate work rather than an obligation on private owners, but it is a clear signal of local direction — and it sits alongside the national MEES requirements that do bind commercial landlords: EPC E to continue letting, with a proposed EPC B by 2031 for privately rented non-domestic buildings over 1,000 m², subject to secondary legislation.
