What is HVAC? A plain-English guide for UK buildings

Updated 23 October 2026 · SEO Dons Editorial

What does HVAC stand for?

HVAC stands for heating, ventilation and air conditioning. Those three words describe the three jobs a building's mechanical plant does: keep the space warm enough, supply fresh air, and stop it getting too hot or too humid. Add an R and you get HVAC-R, which brings refrigeration into the same family.

In the UK, ACRIB is the umbrella body for the refrigeration, air conditioning and heat pump industry, and it uses the abbreviation RACHP for those technologies. Expect to see both labels in UK documents.

Building law groups the same things. The Building Regulations 2010 define "fixed building services" as any part of, or any controls associated with, fixed systems for heating, hot water, air conditioning or mechanical ventilation. Note the word "controls": in law, thermostats and the building management system belong to the HVAC system.

What is the UK equivalent of HVAC?

The usual UK trade term is building services. CIBSE, the Chartered Institution of Building Services Engineers, says building services engineering "makes buildings meet the needs of the people who live and work in them". It files "heating and ventilating" and "air conditioning and refrigeration" under comfort, alongside water, drainage and plumbing.

Within that, mechanical services is the HVAC part. CIBSE's introductory course on mechanical and electrical building services says it covers "heating, ventilation and air-conditioning", and mechanical and electrical is where the shorthand M&E comes from. The trade body BESA, the Building Engineering Services Association, was formerly the Heating and Ventilating Contractors' Association, which is where the older "heating and ventilating" name came from.

What is the difference between AC and HVAC?

Air conditioning is one part of HVAC. The legal definition is wider than many buyers expect, though. The Energy Performance of Buildings (England and Wales) Regulations 2012 define an air-conditioning system as a combination of all the components required to provide air treatment in which the temperature is controlled or can be lowered. They add that it includes systems which combine that treatment with the control of ventilation, humidity and air cleanliness.

So a system that cools, ventilates and dehumidifies together is still air conditioning in law. HVAC is the wider umbrella that also holds the heating plant.

The boundary with heating is blurred as well. The ecodesign rules define a reversible air conditioner as one capable of both cooling and heating, and the Government's Energy Technology List notes that some air-to-air heat pumps can cool by reversing the refrigeration flows, which makes them reversible air conditioning units.

What are the main HVAC systems in a UK commercial building?

Most commercial buildings combine several of the five families below. The commercial HVAC systems hub compares them side by side.

System familyWhat it doesRead next
Split, multi-split and VRFRefrigerant-based cooling, and often heating. In the Energy Technology List's wording, the indoor and outdoor units of a split system are "connected together during installation by refrigerant pipework", and a VRF system is designed to "automatically adjust the flow of refrigerant to each indoor unit" so output matches demand.VRF and VRV systems; how commercial air conditioning works
Chillers and fan coil unitsWater-based cooling. A comfort chiller extracts heat from a water-based cooling system, which the ecodesign rules describe as the equipment that distributes chilled water and moves heat into it. A fan coil unit circulates indoor air but does not include the source of heating or cooling.commercial chillers; fan coil units
Air handling units and ventilationFresh air. HSE defines ventilation as bringing in fresh air from outside and removing indoor air. Larger buildings may use a network of ducts and fans to blow clean air into rooms and extract the stale air.air handling units; ventilation and MVHR
Heating plantBoilers, warm-air heaters and heat pumps. The ecodesign rules define a fuel boiler space heater as one that generates heat by burning fossil fuels or biomass fuels, and a warm air heater as one that passes heat from its generator directly to air and distributes it through an air-based system.commercial heating systems; commercial heat pumps
Controls and BMSThe equipment that tells the plant when to run. The ecodesign rules define temperature control as equipment that interfaces with the end user on the values and timing of the desired indoor temperature.building management systems

Which families a building needs depends on its size, its heat gains, what the electrical supply can carry and where plant can physically go.

How do UK rules name and regulate HVAC?

HVAC plant is covered by several separate regimes, each with its own vocabulary. The ones buyers meet most often are:

  • Approved Document F covers ventilation. GOV.UK describes it as the building regulation in England for the ventilation requirements to maintain indoor air quality.
  • Approved Document L covers energy performance. GOV.UK describes it as the building regulation in England setting standards for the energy performance of new and existing buildings. A 2026 edition was published on 24 March 2026, and earlier versions continue to apply to buildings subject to previous regulatory standards.
  • Commissioning. Where Part F or Part L applies to the work, the person carrying out the work must give the building control authority a notice confirming that the fixed building services have been commissioned in accordance with a procedure approved by the Secretary of State.
  • Air conditioning inspections. Government guidance for England and Wales says all air conditioning systems with an effective rated output of more than 12kW must be regularly inspected by an energy assessor, no more than five years apart.
  • F-gas leak checks. Users of stationary air-conditioning equipment are responsible for getting it checked for F gas leaks.
  • Workplace ventilation. HSE says employers must ensure every enclosed workplace is ventilated by a sufficient quantity of fresh or purified air.

The approved documents apply to England. How the refrigerant side of an air conditioning system works explains why the F-gas duty exists.

How should you use these terms when asking for a quote?

A short, specific brief avoids most terminology confusion:

  1. Say which problem you are solving: too hot in summer, too cold in winter, stale air, or a room that must stay below a set temperature.
  2. Say which of heating, ventilation, cooling and controls are in scope, since a quote for "HVAC" can mean any mix.
  3. Give the building type, floor area, number of separate zones and any limits on where plant can go.
  4. Ask which legal duties will attach to the new plant, such as inspections above 12kW, F-gas leak checks and the commissioning notice.

Readers who want help scoping the job can send an enquiry through the site's form, and the HVAC systems hub is the place to start if you are still choosing between system types.

Common questions

Is HVAC the same as HVAC-R?

Not quite. HVAC-R adds refrigeration, such as cold rooms and process cooling, to the heating, ventilation and air-conditioning plant that comfort systems use. In the UK the industry body ACRIB describes its sector as refrigeration, air conditioning and heat pumps, which is the closest UK label.

Does HVAC include heating or only cooling?

It includes both. The H is heating, and boilers, warm-air heaters and heat pumps all count. Building law lumps heating, hot water, air conditioning and mechanical ventilation together as fixed building services.

Is a ventilation-only system still HVAC?

Yes. The V stands for ventilation, and a fixed system for mechanical ventilation is one of the fixed building services in the Building Regulations. HSE also places a legal duty on employers to provide sufficient fresh or purified air in enclosed workplaces.

Air conditioning systems with an effective rated output above 12kW need an inspection by an energy assessor at least every five years in England and Wales. Systems that contain F gas also need leak checks at a frequency set by the amount of gas they hold. Ventilation and heating plant have different duties, which the linked guides cover.
